I locked down the forums recently on the basic principle that if takes more time to maintain and de-spam something than to actually use it, something is very wrong.
So I’m looking to replace phpbb with something more HTML/CSS friendly, that has less-evil UI for maintenance, and post 1995 spam handling, let me know. I’m happy to pay for it if it does what I need.
I would recommend something that is supported by Akismet. I have used Akismet with several Wordpress and Drupal sites to great effect. Comment spam isn’t really a problem for me anymore.

bbPress is a great way to go. From the bbPress web site:

I really like the applications from Jive software (http://www.jivesoftware.com) Take a look at Jive Forums, or ClearspaceX.
If you are serious about forums, you have to pay for them.
The two biggies are both superb: Invision and vBulletin.

My strong preference is for vBulletin though. It is without doubt the best forum software out there.

Scott, try bbpress or Vanilla. Both are light-weight and easy to maintain.

You might want to look at FUDforum
It is pretty secure and fast.

http://bbpress.org/ seems like it might fit your needs. It at least offers modern spam protection.
